這項研究探討了供應鏈金融(SCF)作為解決越南農業部門融資挑戰方案的可行性。儘管農業在農村生計和國家出口中扮演關鍵角色,小規模農戶仍面臨許多根深蒂固的融資障礙,包括抵押品不足、高利率以及供應鏈分散等問題。供應鏈金融提供了一種潛在替代方案——透過買方的信用為供應商融資,然而這種模式尚未在越南農業中廣泛應用。
本研究採用質性研究方法,透過八位利害關係人(包括農民、銀行、監理機關與農業企業代表)的深度訪談,結合文獻綜述與政策分析展開研究。研究特別聚焦於高風險作物生產子部門,探討其對SCF的認知程度、實施障礙與可行性。研究結果表明,SCF在核心使用者中認知度較低,且受到法規不統一、傳統慣例、合作機制薄弱與數位化程度不足等因素限制。然而,也出現了一些正面訊號,包括銀行即將啟動的試點計畫、政府支持的價值鏈發展項目,以及正在進行的監管改革。研究最終指出,儘管SCF在促進金融普惠與提升供應鏈效率方面潛力巨大,其成功實施仍需依賴生態系統的協同建設、政策配套支持以及以農戶為核心的金融知識普及。
This study investigates the feasibility of Supply Chain Finance (SCF) as a solution to Vietnam's agriculture sector financing challenges. Despite its vital role in rural livelihoods and the country's exports, small-scale farmers are still faced with deep-rooted constraints towards accessing credit, including insufficient collateral, high interest rates, and fragmented supply chains. SCF also offers the prospects of an alternative by leveraging buyers' creditworthiness to finance suppliers, although it is yet to be implemented in Vietnamese agriculture.
Based on a qualitative methodology, the study is based on in-depth interviews of eight stakeholders—farmers, banks, regulators, and agri-businesses—and a literature review and policy analysis. The crop production subsector, which is unusually exposed, is emphasized by the study in examining SCF awareness, barriers, and feasibility of adoption.
Findings show SCF is poorly perceived among core users, combined with inconsistency in the law, cultural practices, weak cooperative arrangements, and low digital readiness. However, promising signs are still there, including forthcoming bank pilots, government-invested value chain programs, and ongoing regulation reforms. The study concludes that while SCF has great potential to promote financial inclusion and supply chain performance, it will depend on ecosystem collaboration, policy support, and farmer-centric financial education.
