  • 因應國際碳排趨勢與國內能源轉型政策,台灣電力公司積極推動節能減碳,逐步調整電力結構,採取「整合再生能源、減煤備用、燃氣橋接」等策略,以提升綠電占比。隨著綠能發展改變負載型態,能源供需關係亦隨之轉變。台電公司透過尖峰負載管理、關鍵高壓用戶關係維持與多元節能服務行銷策略,致力於提升供電品質穩定性與能源使用效率。
    本研究聚焦於台電與關鍵高壓用戶之間的關係管理,探討節能診斷輔導、負載管理機制、電費優惠誘因及數位服務導入等策略,如何協助用戶於尖峰時段調整用電行為,以穩定電力供需。研究採用量化問卷調查法,以基隆區營業處所轄關鍵高壓戶為對象,運用敘述統計與迴歸分析進行實證研究,並輔以焦點訪談作為補充與驗證。
    研究結果發現:(一)關鍵高壓戶關係管理透過互動與加值行銷策略展現顯著成效;(二)關係管理與關係維持呈正向關聯;(三)差異化與適切性服務對關係維持具顯著影響;(四)關係維持與服務品質、信任、滿意與承諾間存在正向關係;(五)不同行業別在關係管理、關係維持與關係品質上存在顯著差異。
    綜合分析顯示,台電公司可透過提升電網韌性與電源多元化,結合數位系統與節能輔導機制,推動需量反應及時間電價等策略,有效引導關鍵高壓戶調整用電行為,穩定電力供應,並促進能源使用之高效化。


    In response to the global trend of carbon reduction and Taiwan’s national energy transition policies, Taiwan Power Company (Taipower) has actively promoted energy conservation and carbon reduction, gradually adjusting its power structure by adopting strategies such as "integrating renewable energy, reducing coal backup, and bridging with natural gas" to increase the proportion of green energy. As renewable energy development changes the load patterns, the dynamics of energy supply and demand have also shifted. To address these changes, Taipower has implemented peak load management, key high-voltage customer relationship maintenance, and diversified energy-saving service marketing strategies to enhance the stability of power supply quality and improve energy use efficiency.
    This study focuses on the relationship management between Taipower and its key high-voltage customers, exploring how strategies such as energy-saving diagnostics and consultation, load management mechanisms, electricity tariff incentives, and the introduction of digital services assist users in adjusting their electricity consumption behavior during peak periods, thereby stabilizing power supply and demand. A quantitative questionnaire survey was conducted targeting key high-voltage customers served by the Keelung District Office, with empirical analysis using descriptive statistics and regression analysis, supplemented by focus group interviews for validation.

    The research findings reveal: (1) key high-voltage customer relationship management through interaction and value-added marketing strategies shows significant effectiveness; (2) relationship management has a positive correlation with relationship maintenance; (3) differentiated and appropriate services significantly influence relationship maintenance; (4) relationship maintenance is positively associated with service quality, trust, satisfaction, and commitment; (5) significant differences exist among industries in relationship management, relationship maintenance, and relationship quality.
    Overall, the analysis indicates that Taipower can enhance grid resilience and diversify power sources, integrate digital systems and energy-saving advisory mechanisms, and promote demand response and time-of-use pricing strategies to effectively guide key high-voltage users to adjust their electricity consumption behavior, stabilize power supply, and promote more efficient use of energy.
