本論文主要從「政治過程論」（political process model）的觀點，研究一九九七年解殖之後香港社會運動的發展趨勢，以解釋為何解殖之後的香港社會，會產生社會運動在數量上激增以及政治意義上的轉變？

從政治治理模式轉變的觀察中，作者首先指出特區政府治理失靈的困境，以及社會運動興起的背景；其次，解殖前後香港政治機會結構的變化，以及相應的市民集體意識以及市民組織的改變，影響了社會運動的興起與發展；最後，本文指出數量增加、多元化與日益政治化的現象，是今日香港社會運動的主要發展特徵。

政治過程論是當今社會科學中研究社會運動最主要也是最具說服力的理論，然而，我們若是利用政治過程論來考察香港社會運動在一九九七年之後的轉變，作者在實際的研究中則發現有所不足。總結本論文探索香港社會運動的經驗，對於社會運動理論的開展，提供了三個主要的貢獻：第一、本研究指出香港社會運動與其政治機會結構之間動態的互動關係，在政治機會結構轉為相對封閉之下，反而激發出更多的社會運動；第二、本研究指出精英的分裂與社會運動發展之間的關係，於香港個案中並不顯著，我們必須注意九十年代以來香港政黨與政治力量的結社以及傳媒的發展對於社會運動的影響；第三、香港的社會運動個案必須要納入「中國因素」的考量，因為香港作為一個「半主權的城市邦」（semi-autonomy city-state）其公民所訴求的議題在相當大的程度中必須受到北京中央政府的回應與決定，特區政府在回歸以來的角色與地位功能已經被忽視與略過，未來中港關係的動態，將會是觀察香港社會運動發展不可或缺的視角。
