  • 正當性為能源轉型之核心要素,深刻影響新政策機制於利害關係人間之接受度、信任基礎與實際採行。在臺灣,從政府主導之躉購費率(Feed-in Tariff, FiT)制度,轉向市場驅動之企業購電協議(Corporate Power Purchase Agreements, CPPAs),反映出再生能源電力採購機制中權威、責任與風險之重構。此一轉變突顯出金融可融資性、法規可信度與自由化能源市場公平性三者間的張力。當再生能源日益成為全球氣候與產業政策之戰略支柱,探究不同行動者——包括開發商、電力零售業者、研究機構與企業用電者——如何建構並爭議正當性,尤具重要性。臺灣此一政策演進脈絡提供關鍵案例,有助於檢視在何種制度條件下,CPPA 機制得以兼顧減碳目標與市場之永續與公平發展。


    Legitimacy is a foundational element in energy transitions, shaping how new policy mechanisms are received, trusted, and adopted by stakeholders. In Taiwan, the shift from a state-backed Feed-in-Tariff (FiT) model to market-driven Corporate Power Purchase Agreements (CPPAs) reflects a broader reconfiguration of authority, responsibility, and risk in renewable electricity procurement. This transition has exposed tensions between financial bankability, regulatory credibility, and the perceived fairness of liberalized energy markets. As renewable energy becomes a strategic pillar of global climate and industrial policy, understanding how legitimacy is constructed and contested across actors—developers, retailers, research institutes, and corporate buyers—is vital. Taiwan’s evolving landscape offers a critical case for examining the institutional conditions under which CPPA mechanisms can support not only decarbonization goals but also durable, equitable market development.
