本研究探討台中市於2021年的免費公車政策之調整將優惠受眾減少對公車客運量及私人交通工具需求的影響。本研究利用固定效果下的差異中的差異模型對2017年1月至2023年11月的月度數據進行分析，實證研究結果顯示政策調整導致公車客運量顯著下降，但對私人交通工具需求的影響並不顯著。研究認為政策調整沒有對私人交通工具需求造成影響，但卻減少了民眾搭乘公車的意願，違背了原本免費公車政策鼓勵民眾搭乘公車的原意。

This study investigates the impact of the 2021 revision of Taichung City's free bus policy, which reduced the eligible recipients of the benefit, on bus ridership and the demand for private vehicles. Using a difference-in-differences model with fixed effects, the study analyzes monthly data from January 2017 to November 2023. The empirical results show that the policy adjustment led to a significant decrease in bus ridership, while its effect on the demand for private vehicles was not significant. The study suggests that while the policy adjustment did not increase the demand for private vehicles, it did reduce the demand for buses, contradicting the original policy intention of encouraging public transportation use.
