本研究主要是希望檢視自由軟體運動1991年到2004年在台灣的發展過程。在這十年的過程中，自由軟體如何培力(empower)/醞釀台灣的自由軟體社群與自由軟體計畫，並且隨著Dot Com熱潮與Open Source商業模式的席捲全球，使得在台灣，自由軟體有了比較清楚的樣貌。隨著台灣政府因為來自美國的壓力，必須加強對於智慧財產權的保護與查緝盜版，反而惹起台灣社會一片反反盜版的聲浪，反倒使得政府必須表態支持自由軟體，也使得自由軟體原來的叛碼形象似乎逐漸滑向「國碼」的形影之中。
本研究將這一段歷史發展初分為三個時期：蟄伏期(1991-1997)、Dot Com狂潮與台灣自由軟體運動的興起(1998-2001)、當自由軟體遇上國家(2001-2004)，本文希望描繪台灣自由軟體運動在這風潮中，所出現的起伏/挑戰/難題/轉變等種種過程。這是一個歷史性的研究與記錄，因此對於過去自由軟體的發展/傳統做一整體性的耙梳與回顧，並且對照於自由軟體在各個不同歷史階段/不同國家與區域間所被轉譯的面目。因此本研究的主要觀察對象是台灣自由軟體運動的過程與發展，並且進一步地追問，在這個過程中，究竟自由軟體帶進來了什麼樣的議題與思考？被當作什麼樣的行動體(actant)在對待？
在最後本文將提出幾個不同階段的轉譯模式的解釋，並且畫出關係圖，為台灣的自由軟體運動提出概略性的思考，並且提出以STS的研究取徑找出一個初步的答案，發現新的台灣社會以及國家的關係。
