在這篇論文中，我們分析了一個兩黨制的國會中，政黨委員投票與不投票所考量的原因。我們並用這個分析建立了兩個模型來捕捉委員的投票行為。兩個模型主要的差距在於國會中兩個黨的代表的人數差距。
我們也就人數做了有限與無限的分析。在有限的狀況下，我們得到了最後的投票人數分布並和真實資料做比較，而在無限的狀下，我們計算出非線性系統的平衡點並探討它的穩定性。

In this paper, we analyze the factors which influence legislator's willingness to vote in a Bipartisan congress. We construct two models to describe the voting behaviors of legislators. The main difference between two models is the numbers of members of two political parties. We analyze our models in finite and infinite cases. In the finite case, we derive the distribution of voting legislators and compare it with real data sets.In the infinite case, we derive a system of nonlinear differential equations for two models and we discuss the stability of the equilibrium points of nonlinear systems.
