影像掃描器是台灣資訊產品中自有品牌開發最成功的產品。且隨著市場需求逐漸擴大，產品與製程技術不斷的進步與擴散，使台灣影像掃描器在全球市場的佔有率節節高昇，在1997年的全球佔有率為70.5%，到1998年已高達85.6%，台灣已成為全球影像掃描器的生產大國。
本研究，將從產業方面、公司方面及專案開發方面等三個層面，探討台灣影像掃描器的技術創新與產業發展，並說明在創新系統，各主角之知識流動及互動的情況。藉由兩個專案的深入探討，來了解案例公司中，掃描器廠商與創新系統的角色之間互動的情況。並以產業界實際的案例，描述國家創新系統各創新角色之間的交互作用。最後，則討論掃描器產業發展過程中，人員流動、技術擴散及廠商形成的概況。

台灣廠商在全球影像掃描器市場中，進入市場的利基有三項：（1）影像掃描器廠商的系統整合能力；（2）重要關鍵零組件取得容易；（3）廠商的低成本及低價策略搶佔市場。主流設計形成之後，產品規格大都定義清楚，使平台式掃描器成為市場主流產品，刺激零件供應商及掃描器廠商更積極投入技術開發，讓零件取得更容易，因此吸引新廠商加入，造成市場快速的成長。在產品與製程創新上，受到產業內及產業外的兩股力量及不同制度之間交互作用的影響。

在不同制度的交互作用方面，掃描器廠商、學術/研究機構、零件供應商、及國家產業政策等四個主要創新系統之角色。驅動整個掃描器產業不斷的創新與發展。而廠商形成時所不可欠缺的技術來源主要是透過人員的流動將內隱知識，帶到新的公司，再經由這些技術人員將技術外顯後在公司內擴散。

在技術演化過程與市場的成長及廠商的形成關聯上，發現市場需求的變動與廠商家數消長有正向的關係，市場規模的增加可以刺激廠商進入市場的意願，然而產量成長未能支撐產值的提升，甚至呈現衰退現象。在技術上，平台式掃描器在1996年成為市場的主流，使競爭更加劇烈，各廠商投入更多的資源做產品及製程創新與改善，降低成本。以鴻友為例，1997年的創新數目較1996年成長1倍，到1998年因CCD掃描器的製程已穩定及CIS掃描器的導入，促成創新活動急速減少。
