The CHIP 4 Alliance is the U.S.’ latest strategy to unite global semiconductor giants such as Taiwan, Japan, and South Korea under its leadership, aiming to curb China’s burgeoning semiconductor industry. By applying the resource-based theory of strategic alliances, this paper identifies four critical aspects of the CHIP 4 Alliance, focusing on the extent of cooperation between Japan, South Korea, and Taiwan with the U.S. in semiconductor development: 1) the scale of foreign direct investments and international joint ventures; 2) the degree of cooperation in research and development; 3) the degree of cooperation in artificial intelligence; and 4) the extent of chip export bans on China. This study finds that the CHIP 4 Alliance, a unique case of a technonationalist alliance, consolidates the semiconductor industry in the first three aspects, while the fourth aspect fragments the global semiconductor supply chain, impacting both members and non-members.
