公民參與是民主國家中重要的基石，亦是公民與政府之間重要的互動過程。隨著青年賦權的概念興起，青年透過參與及實踐政治及社會公共議題，能促進更良好的社會運作。過去的研究指出，政治效能感為主要影響公民參與的因素，而政治效能感主要以探討公民是否認為自己的行動有能力改變政府以及對政府進行溝通的回應態度來進行量測，顯少針對低政治效能族群感去深入了解實際參與經驗。為了理解青年參與冷漠族群的參與行為經驗，本研究針對台灣20-29歲青年進行公民參與行為量表施測，發現有四成的青年屬於參與冷漠族群，為四種參與分佈類型中比例最高的族群。後續透過訪談青年參與冷漠族群，運用主題式分析歸納出影響青年公民參與的六項主題包含弱連結性、長輩觀念、負面學習經驗、群體認同、負面媒體內容經驗、無力改變，作為未來在促進公民參與行為上的基礎。

Civic engagement in decisions-making process is the cornerstone of democratic country. It is also an important interactive process between citizens and the government. With the rise of youth empowerment, youth civic can promote better civic society by engaging with political and social issues. In his study, we explore what motivates youth civic not to engage in civic activities and electoral activities. We measured the typology of engagement aged 20 to 29 in Taiwan through the civic engagement scale. There is 40% of youth belongs to the civic disengagement group and are the highest among the four types of engagement. To understand the experience of this group, we interview six youth and find the six themers including(1)low connection (2)family conecpt (3)negative learning experience (4)group identity (5)negative media content experience (6)inability to change. In the future, these themes can serve as the basis for promoting civic engagement.
