由於外人直接投資對地主國具有技術外溢的效果，故吸引外人直接投資成為各國提升經濟發展的重要手段；但是，外人直接投資也可能會造成金融、要素或產品市場的排擠效果，不利於本土產業的發展。本篇研究以中國高技術產業為研究對象，將外人直接投資依來源的不同，分為港澳台資本與外資，探討兩者的水平外溢效果對本土廠商、外資企業、國有廠商、私人企業的總要素生產力，是否具有非線性的影響。透過固定效果模型的分析，本篇研究的結果顯示，外資水平外溢效果對國有廠商無顯著的影響，但是對本土廠商、外資企業、私人企業有顯著的非線性影響，轉折點分別為35.7%、41.7%、35.6%，正文將以「制度衝突」的論點進行解釋；另外，港澳台資本水平外溢效果對地主國廠商，皆沒有顯著的影響。本篇研究的結果指出，中國政府不應該一昧的吸引外人直接投資，而應該加強地主國廠商對水平外溢效果的吸收能力，方能在日益開放的國際市場上生存。
