我國手工具產業發展至今三十餘年,曾是全球第一大的手工具出口國,如今大陸挾低成本之競爭優勢,逐漸侵蝕我國的生存空間。手工具業者為了擺脫大陸的競爭,並拉近與日本及歐美手工具售價級距,極力開發高值化產品,例如:在傳統手工具注入數位科技而創新研發出「數位手工具」;或透過上游廠商中鋼公司與金屬中心,聯合20多家手工具等業者成立「手工具業研發聯盟」;或是採取策略聯盟的方式建立共同品牌,分享通路與行銷資源;甚至跨入新的市場-醫療器材市場,嘗試醫療型手工具的製造。
在眾多手工具業者之轉型方向中,引起本研究關注的是手工具業者想要跨入手術器械市場。本研究先瞭解手工具產業發展軌跡,並從資源依賴觀點去分析本研究之個案廠商與醫療器材廠商之合作計畫,了解手工具廠商、醫療器材廠商與金屬中心彼此之依賴關係,探討該案例之合作效益以及未來手工具廠商的發展機會。
本研究發現,手工具廠商雖具有成熟的金屬加工技術,要完成手術器械之製造,仍有一段努力的空間;另外,對手工具廠商來說,即使擁有其製造技術,但因由於醫院通路封閉性高、產品屬性特殊,手工具廠商無法順利切入該市場,最大的問題仍是客戶來源與訂單。
為解決此問題,在金屬中心的協助下,手工具廠商開始與國內的醫生團體合作,試圖從使用者的角度,經由醫生使用器械的知識與經驗,改良現有的醫療手工具,除累積自己的製造經驗,也可與醫生培養關係;在客戶來源與訂單部分,累積一定製造能力後,計畫參加國際醫療器材大展,爭取曝光的機會,讓國外買家能看到手工具廠商及其提供的服務。
Taiwan’s hand tool industry has been developed for 30 years, and was once the leading country in handmade tool export all over the world. However, the hand tool industry in China has grown up due to the advantage of low cost, and now China has been even nibbling away our profit proportion and our living space. To overcome this dilemma, the hand tool industry in Taiwan spares no effort to upgrade the product quality, business transformation, and so on in order to curtail the price gap with Japan, Europe, and the United Stated. For example, they have combined the digital technology with handmade tool, associated with 20 factories to set up “hand tool research and development alliance” by China Steel and Metal Industries Research & Development Centre (MIRDC), used strategic alliance to establish joint brand for sharing marketing channel and information, and furthermore, they have entered the medical surgical instrument market to produce medical hand tool.
The research was motivated by the transformation of entering the medical device market in numerous transformation directions. Through the comprehension of hand tool development history, the research employed “resource dependence view” to analysis the interdependent relationship in the collaborative project among hand tool factories, medical device companies, and MIRDC by case study, and discussed the project benefit and the future opportunities of hand tool factories.
This research has shown that Taiwanese manufacturers have outstanding metal processing techniques, but it still has room for improvement to accomplish the manufacture of medical surgical instruments. Because of the highly close Hospital channel and distinctive product characters, it's not easy to enter these medical device industries for the hand tool industry, even though they have manufacture techniques. So, the problem still lies in the resource of orders and customers.
To deal with the problem, hand tool factories have cooperated with doctors in Taiwan with the help of MIRDC to improve present medical surgical instruments through doctors’ knowledge and experience from users’ perspectives. It could accumulate manufacturing techniques and bring up the wholesome relationship between hand tool factories and its final users—the doctors. After hand tool factories acquired some manufacturing techniques, they plan to join the international medical device exhibition to get opportunities to show their products and service.
