    Since the internet's inception in 1983, cyberspace has become a crucial component of global connectivity and economic activity. However, the governance of cyberspace data remains fragmented, with different nations adopting distinct regulatory approaches. This paper examines why the United States, despite being a pioneer in cyberspace development, is not leading global cyberspace data governance. Using Amitav Acharya’s multiplex theory, this study argues that the emerging cyber world order is not unipolar, bipolar, or multipolar, but rather a multiplex system characterized by multiple centers of influence, including states, corporations, and international organizations. Through a comparative case study of China and the United States, this research analyzes national sovereignty, data security policies, and international cyber relations. Findings suggest that China is asserting leadership through its cyber sovereignty model, while the U.S. pursues a multistakeholder approach but lacks a unified strategy. As cyberspace data governance continues to evolve, this study highlights the increasing regionalization and pluralization of digital data governance, reinforcing the shift toward a multiplex cyber order.
