為因應環保署在高屏地區試辦之空氣污染排放權交易制度,本研究由極小化整體社會空氣污染減量成本的角度出發,針對總懸浮微粒的管制進行模擬分析,相較於國內以往研究,本研究除將廠商之污染減量設備投資不可回復性納入考量外,也利用總懸浮微粒的排放特性估算高屏地區廠商的污染濃度移轉係數,將廠商的區位影響納入模型,並以勞工局訓練中心之空氣污染監測站所測出的濃度取代傳統排放量,做為排放權的交易標的,用以了解政府在不同污染濃度管制下,廠商的區位對於排放權交易市場及廠商決策與成本的影響。模擬結果顯示,當政府將排放權市場設定為五年,且把污染排放濃度管制在 2007 年歷史濃度的 90% 時,整體社會的減量成本約為 555.2 萬元,平均每公噸總懸浮微粒的污染減量成本為 2,644 元,廠商的污染總減量則約為 2,100 公噸,主要從事污染減量廠商本身具有減量成本的優勢外,區位也扮演重要的角色,在排放權市場中,“未分類其他非金屬礦物製品製造業”為主要的賣方,而鋼鐵冶鍊業為主要的買方。當政府將總懸浮微粒的濃度管制標準提高為歷史濃度的 30% 及50% 時,總減量成本分別約為 5,781 萬元與 14,534 萬元,而平均減量成本則為 3,410 及 4,284 元。
