近年來,如何透過綠能科技解決全球石油價格上漲及溫室效應的問題,已受到世界各國的關注,其中電動車最為人所矚目。尤其對於許多進入汽車產業時間較遲,且始終無法在國際汽車供應鏈佔據一定地位的國家,如韓國、中國大陸及台灣等而言,發展電動車產業被視為減低環境汙染與能源耗竭問題的解決方案之一,且是可促進經濟成長的潛力產業。而行政院於2010年核定「智慧電動車發展策略與行動方案」,並推動一系列示範運行方案,盼可提升自主品牌之電動車製造商及零組件廠商技術能耐;然而,迄至2015年底止,執行成效與預期目標相去甚遠。為探討台灣電動車產業發展的成效,本研究將以Malerba (2002)產業創新系統(sectoral system of innovation)為主要理論架構,以此創新系統之三大構面: 技術與知識、行動者與網絡及體制,及透過專利檢索與分析及半結構式深度訪談等研究方法,據以剖析台灣電動車產業創新系統產生系統問題或系統失靈。本研究初步發現:(1)近幾年台灣機構在USPTO獲取的專利權數量雖大幅成長,惟相較其他世界大國,技術能耐仍然偏低,尤其是電池技術(2)國內廠商之間缺乏足夠的互動鏈結,以致於技術無法提升,及(3)政府政策不明確及政策工具不足等,均是導致系統失靈之關鍵因素。而針對上述的系統失靈,本研究將提供政策制定與管理者一些相關建議。
Fossil fuel shortages and global warming have spurred the development of alternative energy initiatives, especially battery electric vehicles have been recognized as one of the most promising solutions. Some Asian countries such as South Korea, China and Taiwan, that have not played important roles of the automobile supply chain, have seen developing battery electric vehicles industry as a potential opportunity to economic growth as well as a tool to solve the mentioned problems above. A “Smart EV Development Strategy and Action Plan” was approved by Taiwan’s Executive Yuan in 2010 and was expected to enhance the capability both the local car makers and parts or module suppliers of the EV industry in Taiwan, and set up several EV pilot projects. However, until the end of 2015, the results of the policies failed to match with the expected target largely. Patent analysis and semi-constructed interviews are conducted in the paper to explore what types of system failures in Taiwan electric vehicle industry through the lens of the sectoral systems of innovation perspective. The SSI includs three important building blocks: knowledge and technology, actors and networks and institutions. This paper finds out that: (1) the number of patents granted by Taiwan organizations in USPTO has increased significantly in the recent years, while compared with the other global manufacturers, especially the battery technology, the growth of the Taiwan organizations is still too low; (2) the weak connections and interactions among Taiwan organizations hinder to the development of their technology capabilities; and (3) unclear policy directions and insufficient policy tools adopted are the main factors to result in system failures, hindering the development of Taiwan BEV industry. Finally, some suggestions are given for policy makers and managers to solve the system failures.
