In this thesis, we pointed out the lack of the concept of narrative level in existing works of story generation and aimed at devising a general theory for it that can be fused with the existing works. Started from a dilemma of "balancing reality and dramatic effects", we showed how the ideas are compatible, and it leads to a conception of fictionality, which is our fundamental element –\textit{the re-describing relation}– of the theory. Manifesting the re-describing relation, it shows two important concepts: \textit{world} and \textit{analytic description}, we then derived the formalization from them, and applied on modelling four common rhetorical devices and a short story "Midnight Express" by Alfred Noyes.
