台灣非營利事業的蓬勃，不容小覷，大型非營利組織員工人數上看千人，需要管理的財務與人力資源都超過許多企業。非營利組織若倚靠領導者「人治」，當面臨組織規模擴大或環境改變時，僅靠領導者的能力與參與者的熱情將難以因應，最終將導致組織績效不彰，甚至難以永續。
由於以非營利為目的，非營利組織領導人可能認為應該有屬於與企業完全不同的經營模式，但關鍵不在於兩者有何差異，而是能否成為一個持續不斷進步的卓越組織，這是不論企業或非營利組織都共同要去追尋的目標，而策略就關乎一個組織長期發展且影響其績效的重要樞紐，因此本研究主要探討非營利組織的策略規劃，並以財團法人黑松教育基金會作為個案研究對象，研究目的如下：
一.了解非營利組織如何進行策略規劃，並透過策略規劃，擬定合適的服務策略。
二.提供非營利組織策略規劃流程之參考。
本研究將以洪世章教授的「創新六策」為策略藍圖，檢視黑松教育基金會策略規劃過程，當中也將搭配各項策略工具分析，內容將由創新六策的心法開始，進行「能力」到「定位」的策略分析與方向的擬定後，再運用「簡則」聚焦策略，之後運用六策中的招式「整合」、「開放」、「賦名」落實策略的選擇與執行。

Taiwan's non-profit business is booming. Large non-profit organizations have thousands of employees. The finance and human resource need to be managed than many companies. However, strategy relates to the long-term development of non-profit organizations and affects performance.
Therefore, this study focuses on the strategic planning of non-profit organizations, and investigates Hey Song Educational Foundation as a case study. The purpose of the study is to understand the strategic planning process of non-profit organizations, and provide guidelines for the strategic planning.
This study is based on "Innovation Strategy" of Professor Hung, Shih-Chang to review the strategic planning process of the Hey Song Educational Foundation.
