社區環境改造的推動其中存在許多溝通的問題，本研究企圖透過參與式地理資訊系統（Public Participation Geographic Information System，PPGIS）的投入，以解決環境決策過程中的困境。研究發現由於民眾對於資訊科技的好奇，的確能增進民眾參與的興趣和動機，此外，空間專業者藉由PPGIS引導的討論過程中深刻掌握民眾的想法，對於規劃成果深具信心，最重要的是空間專業者扮演起主動積極的引導角色，民眾參與的能力也因此得到提升，更促成彼此的互信合作關係，進一步體現了參與式規劃潛在的社會教育目標。
也許PPGIS對基隆的社造工作推動是全新的嘗試，因故吸引眾人的目光，不論是公部門決策單位或是其他社區夥伴皆給予正面的肯定及期待，其實不難察覺對這群專業者或是社區工作者而言，其中隱含著資訊崇拜的現象，客觀來說，這對社區環境決策的實踐何嘗不是一個優勢，期待透過PPGIS投入社區營造工作更能有效提升工作效率，使得民眾參與社區事務得到完全的賦權。

There are many communication problems existing in promoting
community environment tranformation. By applying Public Participation
Geographic Information System (PPGIS), this study attempts to provide
solutions for conquering the difficulties in the enviroment related decision
making process. It is found in this study that due to curiosity in the
information technology, the public have higher interest and motivation in
participating in community environment transformation. In addition, space
professionals have deep confidence in the planning results as they employ
the PPGIS to guide the discussion process, which helps the professionals
accurately grasp the ideas of the public. More importantly, the space
professionals play an active role in guiding the discussions, the public's
participation is therefore encouraged. The interacton results in the
relationship of mutual trust and cooperation, and furthermore concretizes
the latent social education goal of participatory planning.
Perhaps because applying PPGIS in promoting the community
environment transformation is a totally new trial in Keelung, therefore it
attracts people's attention. Both decision makers in the governmental sector
and other community partners give positive recognition and expection. To
these professionals or community workers, it is not hard to find that it
implies a phenomenon of information cult. Objectively speaking, it is an
advantage in implementing the community environmental policy. It is
hoped that by applying PPGIS, the community environment transformation
work will be carried out more efficiently, and the public will be completely
empowered in participating community affairs.
