隨著都市人口數量上升,都市地區也面臨著新問題,公共設施元素之一的都市綠地(Urban Green Space,UGS)具有多種環境、經濟和社會優勢,豐富且高品質的都市綠地空間會強化了地區的吸引力帶動當地的房價。如今,單純討論都市綠地的分布、可及性和規模不足以滿足居民的需求,大多數都市綠地的規劃缺乏呼應都市共融與韌性的一致性目標,可能只因為都市綠地的存在而提高了房價,實質上卻沒有呼應到本質需求的功能,導致部分都市居民無法享受造成環境不平等。
本研究以環境正義視角觀察都市綠地與房價之間關係,由宏觀屬性了解都市空間中的綠地率發展狀態,呼應都市綠地本質需求的微觀屬性,採用都市綠地品質評估項綠地服務品質之差異,並發展都市綠地永續發展指標評分工具,判斷都市綠地與永續發展之連結。從研究結果發現,宏觀屬性對房屋價格有正向影響,但綠地率對房價的影響可能受到其他變數的影響,可能在不同地區之間也產生了差異;微觀屬性證實都市綠地的活動區域具有顯著正向影響,提供優質的活動區域和空間上的舒適性,居民擁有更好的生活環境,同時能促進身體活動提升。另外,加以更證實都市綠地品質與永續性具有顯著正向影響,當都市綠地建設打破傳統都市規劃中存在的社會隔離和不平等現象,進行更全面的考量促進社區的凝聚力並擁有良好的社區合作關係,能夠由環境維護、設施設備品質及可及性,明顯感受到設施及環境的維護比其他處的都市綠地還更吸引人。
With the increasing urban population, Urban Green Spaces (UGS) - a key component of public infrastructure - offer numerous environmental, economic, and social benefits. High-quality UGS can enhance an area's appeal, subsequently influencing local property prices. However, discussions solely focused on UGS distribution, accessibility, and size fall short of meeting residents' needs. Much UGS planning lacks alignment with urban inclusivity and resilience goals, sometimes raising property prices without fulfilling essential functionalities and leading to environmental inequality among urban residents.
This study employs an environmental justice perspective to examine the UGS-property price relationship. Macro-level attributes highlight green space ratio development in urban areas, while micro-level attributes address UGS's intrinsic requirements. By assessing UGS service quality variations and developing a sustainability index, the research identifies links between UGS and sustainability. Findings indicate macro-level attributes positively impact property prices, but the influence of green space ratios might vary due to other variables and regional disparities. Micro-level attributes confirm that UGS activity areas significantly influence positive outcomes, providing quality spaces that enhance residents' living conditions and encourage physical activity. Furthermore, UGS quality and sustainability significantly impact perceptions. When UGS construction considers comprehensive community needs, breaks social isolation, and fosters cooperation, well-maintained UGS spaces become more attractive than other urban green spaces.
In conclusion, this study emphasizes holistic UGS planning, encompassing spatial, functional, and social dimensions. Such an approach ensures UGS genuinely meet urban residents' essential needs while advancing environmental justice, community cohesion, and sustainable development.
