本研究嘗試探討電信普及服務在數位匯流時代下，我國現行及未來相關法律的因應。本研究首先對於電信普及服務在過去100年來的發展，探討其制度內涵與實務操作的制度；同時，針對近年來政策上強調數位落差的消弭與數位匯流的趨勢，在數位落差的議題，分析其起源因素、消弭的政策與未來的發展；在數位匯流上，觀察其匯流趨勢對於普及服務機制的衝擊。最後以我國現行之普及服務管理辦法及通訊傳播法草案之規定，探討我國普及服務制度因應對策。
基於上述之討論，本文認為我國普及服務制度應擴大其服務對象，以符合國際趨勢與消弭數位落差的需求，並且在淨成本的支出考量以國家預算編列支應；在匯流體制下，應擴大普及服務提供者之範圍，而普及服務基金的合流則應考量匯流前不同的用途，以免有害公益。

Important changes have already taken place in universal service (USO) in Taiwan, where digital divide and digital convergence in the telecommunications sector have resulted in improvements in telecommunications availability, affordability and accessibility. After analyzing the characteristic of digital divide, digital convergence and current policy, this paper indicates that current USO’s policy shall increase target to minority and take into social welfare policy. On the other hand, USO’s policy shall deregulate the limitation on universal service provider in digital convergence environment and create a competitive market.
