新產品的開發對於製藥產業而言，是非常重要的一項競爭力指標，從一開始僅能開發學名藥，到具有能力開發類新藥，直到擁有獨特的平台技術，足以展開創新的全新化合物質新藥，是藥廠努力的方向。然而，現今台灣的本土藥廠，仍不具有足夠的開發全新藥的能力，除了因為技術能力較國外藥廠相比有所不足之外，本土藥廠亦多不存在足夠完整且有系統的新產品開發流程。不同於其他類型的製造業，製藥產業特別重視法規、專利等問題，且複雜度也與其他類型的製造業不同，故具有一完整且有系統的新產品開發流程，對製藥產業來講是非常重要的。
另外，由於台灣現正面臨全球化的開放，雖然由於藥品屬地主義的影響，具有一定的進入障礙，但國外藥廠具有豐富的新產品開發經驗與能力，尤其是全新藥的部份。相較之下，本土藥廠開發全新藥的能力與經驗幾乎沒有。故本研究首先探討製藥產業的現況，並比較藥廠與研究機構之間的看法差異，以了解本土藥廠的努力方向。接著建構一製藥產業的新產品開發流程，藉由深入訪談以及個案分析的方式，驗證與修正此流程，以協助本土藥廠可以更順暢的開發類新藥與學名藥，並可做為將來開發全新藥的參考依據。
本研究最終之結論以產業面的角度分析本土製藥產業的現況與未來的發展方向，並比較研究機構與藥廠的看法之外，亦以公司面的角度提出一新產品開發流程，並深入探討其中導入量產階段的改善。另外，由於此流程亦牽涉到研究機能與專利法律機能等內容，故亦探討產學合作的問題以及專利策略的佈局。透過這些方面的探討，以使本研究建構之流程更具完整性。

To pharmaceutical industry, the ability of new product development is a very important index for the measurement of competition ability. From the beginning while there is only the ability to develop generic, then has the ability to develop Me-Too NCE, until where has the unique platform technology that enough to develop NCE, this is the goal that pharmaceutical factorys working hard. However, nowadays, pharmaceutical factorys in Taiwan still have no ability to development NCE, the reason is not because of the insufficient of technology, it is because of that pharmaceutical factorys in Taiwan do not have a complete and systematic process to development new products. Very different with other industrys, pharmaceutical industry pays much attention to the laws and patents. Its degree of complicacy is also different with other industry. So, it is very important to pharmaceutical industry to havs a complete and systematic process to development new products.
Besides, the globalization is coming, although drug is a kind of product that is Acre-originated, and there is some entrance barrier, but foreign pharmaceutical factorys have more experiences and ability in development of NCE. This study first discusses the current situation of Taiwan’s pharmaceutical industry, and compares the view between pharmaceutical factorys and research organization, then builds a new product development process, checks and corrects this process by meeting with specialist and analyzing cases. The final objective is to help pharmaceutical factorys in Taiwan to develop new product better, and has a consultation to develop NCE.
