依據交通部統計，民國109年總計發生36萬2,259件有傷亡道路交通事故，造成3,000人死亡、48萬2,153人受傷，交通事故傷亡帶來之社會成本損失非常龐大。內政部警政署為導正用路人交通行為，促進行車秩序、防制交通事故發生及降低傷亡程度，歷年均要求各縣市警察機關依據各轄區特性編排交通稽查勤務，嚴格執法。有鑒於此，警察機關如何精準執法，讓用路人養成守法習慣，保障人車路權，確保民眾生命財產安全，為本研究的動機所在。
本研究蒐集新竹市警察局所管轄內民國100年至109年月份道路交通事故件數、舉發交通違規件數、氣候、人口數、老人依賴比、車輛數、市區公車行車里程、班次、小型汽車路邊停車位及交通安全宣導參與人數等數據。先以敘述統計發現， 10年交通事故發生數及肇事率是持續增加，但各年度執法強度卻有極大差異性。多元迴歸分析發現，執法總件數、執法總取締率對A1+A2類交通事故，有一定之效能，但均無顯著性。再由分類執法件數、執法分類取締率、執法項目及執法項目取締率分析發現，各分類、項目違規取締具有效性，但對各類交通事故有差異性。
警察違規取締確實有助於減少交通事故數及肇事率，因此，運用交通執法取締強度模式可作為交通事故防制的一個重要的策略，惟各種取締違規項目效力不一，應適時檢討策進。

According to statistics from the Ministry of Transport, a total of 362,259 road traffic accidents with casualties occurred in 2020, resulting in 3,000 deaths and 482,153 injuries. The social cost loss caused by traffic accident casualties was huge. In order to guide the traffic behavior of passers-by, the National Police Agency of the Ministry of the Interior have required police departments of every city and county to arrange traffic inspection duties according to the characteristics of their own jurisdiction and strictly enforce the law over the years. In view of this, the motive of this research lies in how police departments accurately enforce the law, let road users develop law-abiding habits, protect the rights of people and vehicles, and ensure the safety of people's lives and property.
This research collects data under the jurisdiction of Hsinchu City Police Bureau during the period from 2011 to 2020, including the number of traffic accidents, number of reported traffic violations, climate, population, elderly dependency ratio, number of vehicles, mileage of urban buses, frequency of buses, and number of roadside parking spaces for small cars, and number of participants in traffic safety promotion. Firstly, the narrative statistics found that the overall number of occurrences and the rate of accidents in the past 10 years have been continuously increasing, but the intensity of law enforcement varies greatly from year to year. Multivariate regression analysis found that the total number of law enforcement cases and the total law enforcement banning rate have certain effects on A1+A2 traffic accidents, but they are not significant. From the analysis of the number of classified law enforcement cases, law enforcement classification banning rate, law enforcement projects and law enforcement project banning rates, it is found that each classification and project violation and banning rate are effective, but there are differences in various types of traffic accidents.
Police banning violations can indeed help reduce the number of traffic accidents and the rate of accidents. Therefore, the use of traffic law enforcement and ban intensity models can be used as an important strategy for traffic accident prevention and control. However, the effectiveness of various banning illegal projects is not consistent and should be reviewed and promoted in due course.
