  • 隨著能源需求的增長和核能發電的應用,核廢料處置成為一個重要的環境和社會議題,過去研究多由鄰避效應的風險認知出發,討論補償措施的重要性,本研究除透過問卷調查資料來瞭解台灣民眾對於低階核廢料貯存場的風險認知外,最大不同之處在於使用假設市場評估法來估算民眾對於規避低階核廢料貯存場設置的願付價格。結果發現多數受訪者對於核廢料貯存場設置於住家附近表示擔憂,並願意支付一定的費用以避免這種情況,而迴歸分析結果顯示,薪資、有無子女、政治傾向等變數對願付價格有顯著影響。本研究結果可作為政策制定者提供參考,促進核廢料管理政策的制定和實施。


    This study aims to investigate the risk perception and willingness to pay (WTP) of Taiwanese citizens regarding low-level nuclear waste storage sites. With the increasing energy demand and the application of nuclear power, nuclear waste disposal has become a significant environmental and social issue. Data was collected through a questionnaire survey and the Contingent Valuation Method (CVM) was employed to estimate the public's WTP. The results indicate that most respondents expressed concerns about having nuclear waste storage sites near their residences and were willing to pay a certain amount to avoid this situation. Several regression analyses revealed that variables such as salary, having children, and political inclination significantly influenced WTP. Furthermore, the literature review results indicate that international studies on the NIMBY effect emphasize the importance of risk perception, compensation measures, and socio-economic factors. The findings of this study can provide valuable insights for policymakers to facilitate the formulation and implementation of nuclear waste management policies.
