本研究承學「創新六策」(2016.洪世章)心法，以「整合」之概念，彙集國軍近年來有利提升組織整體價值之政策個案資料，分析其生成過程與發展軌跡，並將其中關鍵資訊提取分類，實踐「簡則」、「定位」心要，提出心感痛點、內部資源、外部利益、創造共利，等四大面向區塊，並透過「開創」、「賦名」技巧呈現合理解釋專案生成模式之基礎架構。欲使未來主導國軍群體互利共生關係專案之企劃人，瞭解專案各項經驗變數與成因，順利圓滿執行，提升國軍整體價值。本文最後討論理論、實務意涵，以及未來研究建議。

This study enrolls the "Innovation Six Strategies" (2016. Hong Shizhang) mentality, with the concept of "integration", bringing together the policy case data of the National Army in recent years to improve the overall value of the organization, analyzing its generation process and development trajectory, and Key information is extracted and classified, and the principles of "simplification" and "positioning" are put forward, and the four senses of heart pain, internal resources, external interests, and mutual benefit are put forward, and the skills of "creating" and "name" are adopted. Present an infrastructure that reasonably explains the project generation model. The planners who want to make the future leading national army group mutually beneficial symbiotic relationship project understand the various empirical variables and causes of the project, smoothly and satisfactorily implement it, and enhance the overall value of the national army. The paper concludes with a discussion of theory, practical implications, and future research recommendations.
