This study aims to investigate the evolution of university-centric research links in Vietnam’s national innovation system (NIS) from 2000 to 2018. NIS plays a vital role worldwide in an effort to develop technological advances as well as contributes to economic growth and science and technology (S&T) development. However, how the university-centric research links transform is rarely studied. By analyzing the institutional changes through policy survey and research links through bibliometric method of published papers, the results show an overview of Vietnam’s economic reform in which innovation takes the vital role as well as an insight of Vietnam’s NIS, including legal framework, institutional laws, legislative bodies and documentaries. As a measure indicator to the performance of the national innovation system, the bibliometric analysis is taken into account. Finally, conclusion is made and policy implication are suggested. The contribution of this study is to provide an overall of the evolution of NIS and an in-sight of Vietnam’s university-centric model. The result has shown that Vietnam’s NIS is on a right track with significant achievements. On the other hand, the development of the country’s innovation system has some persist weaknesses that need to be resolved in order to get closer to an advanced NIS.
