本研究透過六個影響因子來探討台灣生物科技產業發展，分別是：政策與法規、網絡、資金、人才、技術與國內／國際市場。
　　多數公司認同政府對於改善生技產業的努力，且現在國內多數的研發產品來自於內部開發。台灣生技產業公司的資金來源與研發人才幾乎都來自於國內，但同時間，公司也表示很難在台灣找到優秀的研發人才。為了彌補這個技術缺口，企業多有內部的訓練計劃並踴躍參加政府所提供的相關訓練計劃。在研究過程中也發現台灣生物科技產業在開發新產品過程中，傾向於內部研發產品或參與政府相關的科專計劃，很少於上下游相關企業進行共同研發，顯示現今的產業網絡合作關係仍不活絡且不具可信賴性。另一個重要議題是產品商業化過程中，尚在摸索如何進入國際市場的管道與行銷方式的階段。以上六大影響因素的現況即為本研究認為台灣生物科技產業發展所面臨的困境與挑戰。

The authors investigate the development of Taiwan’s bio-pharmaceutical industry through six factors: Institutions, demand, learning processes and technologies, Actor and networks, human resource and market. Most companies agree that government does improve the infrastructure and now most of the R&D products are from in-house research. In addition, most of the fund and R&D workers are recruited from Taiwan not abroad but it is still a difficult position to hire good R&D in Taiwan. As a result of that, enterprises have their own training programs and are willing to attend to relative programs provided by government. We also found that Taiwan bio-pharmaceutical fields prefer in-house research and cooperate with government science projects rather that co-work within the firms that show networking is still weak and not be reliable. Another issue for commercialization is lacking in channels to entry international market and build up marketing approach.
