本論文從解釋政策執行的地區差異出發，試圖回答與地方政府執行國家政策相關的一系列問題。回顧昆山和溫州執行養老保險政策的經驗個案，本文可以得到幾點結論。首先，本論文論證了，地方經濟與社會結構的解釋觀點，較諸其他以科層體制上下互動為重心的觀點，更能描述與解釋中國地方政府執行國家政策的樣貌、機制與過程。第二，本文指出，中國在改革開放以後，各地方因其地理位置、歷史遺緒與資源秉賦等條件為基礎而造就各式各樣的經濟發展模式，這些發展模式，如何形成相對應的經濟產業結構與政商結盟關係，進而影響中央政府、地方政府與企業在政策執行過程中的議價能力、策略與行動，最後造成國家政策的執行差異。第三，中國為了維持共產黨黨國體制的正當性，即使會因此缺乏實現其政策目標的國家能力，國家仍須展現出高度的決策自主性。為了解決自主性與能力之間的矛盾，國家透過「分步到位」的策略，讓地方依其經濟與社會結構，作為程度執行的準據；藉以拼拼湊湊的達成與自主性相對應的國家能力。然而，這樣的統治策略，卻也使得國家權力受限於地方的經濟社會結構，導致國家只能有限的實現有效且獨立自主統治的目標。
