背景:非營利媒體最近幾年在全世界都非常熱門,是知情社會的重要基石,但如何治理非營利媒體是一個困難的議題。這篇論文希望能夠探討非營利媒體董事會如何為讀者提供利益並提昇媒體的影響力。
研究目的:實務界對於如何設計非營利媒體董事會、使用相關工具以及技術,還有董事會的組成與特性的知識並不夠。因此,這篇實證研究希望透過下列主題來彌補實務界的知識缺口:(1)在非營利媒體的框架下,為董事會治理提供理論和實踐貢獻;(2)提供最新的非營利媒體董事會組成、結構、選任流程與董事會發展的觀點,(3)進一步了解非營利媒體董事會如何影響組織績效,(4)非營利媒體的捐款人/讀者的特性與行為,(5)提出非營利媒體影響評估的建議 。
研究方法:本研究同時採取了實證研究與文獻探討的方式,綜合了文獻與實證的結果,並以問卷及訪談的方式調查了董事、捐款者及經營團隊的看法。
研究結果:從大量的文獻中發現非營利組織的治理並沒有固定的樣貌,彈性很大,而非營利媒體的績效評估與影響力評估也同樣具有高度彈性。針對報導者基金會也提出了具體的治理機構設計建議,包含重視影響力評估、採取資源依賴理論、採用董事選任矩陣等。
結論:非營利組織的治理機構很重要,同時也可以被設計,但設計前需要對組織所處的階段、面臨的問題、設計的可能性都有深入了解。
Background: Nonprofit (investigative) media is getting popular in the world in recent years and is the keystone of an informed society, but governing a nonprofit media is a tough objective. By exploring how nonprofit media boards can add value, I hope that this research will benefit readers and improve media impact.
Objectives: There are knowledge gaps about the composition and characteristics of active boards in nonprofit media, their meaning and the scope of tools and methods available for developing active boards.
This realist synthesis study, therefore, aims to add to existing knowledge by (1) providing a theoretical and practical contribution to board governance and relating it to the nonprofit media context, (2) offering fresh insights into active board composition, structures, processes and development in the nonprofit media, (3) furthering an understanding of how nonprofit media boards can affect organizational performance, (4) the character and behavior of the donor/reader of nonprofit media,(5) also, presenting a draft of board member selection matrix.
Method: The study adopted a realist approach to an evidence synthesis of the diffuse literature. In line with realist review principles, I tested, honed and refined the research questions and emerging findings with the board members, the donor/reader and the staff of "The Reporter Foundation."
Results: Nonprofit governance has no standard rules, as well as the impact assessment in nonprofit media. The Reporter Foundation should concern more in impact assessment, adopt resource dependency theory, applies board member selection matrix and develop monthly-donors.
Conclusions: Governance body of a nonprofit organization is designable, but a deep understanding and research about the stage, problem, governance theories and board types should be well prepared.
