  • This thesis is an ethnography of how different discourses of culture are localized by a minority in China. Lijiang Old Town has been a United Nations Educational Scientific and Cultural Organizations (UNESCO) World Cultural Heritage Site since 1997 and the Naxi nationality living there have been exposed to many discourses of culture. Using Edward Said’s idea of traveling theories, I examine how ambiguity of the key term “culture” creates tension when the theory “culture can be preserved” plays out in practice. I elaborate five separate discourses that define culture as being qualified, a resource, a whole bubble, fragile and exotic. Each is examined within their historical and political contexts before exploring how these discourses have been localized by the Naxi. These findings are based on reviews of public documents from UNESCO and the Chinese state and seven months of fieldwork in Lijiang Old Town (January to March and September to December 2008) which included surveys of tourism facilities and interviews with local scholars, bureaucrats and working class Naxi. I argue that although all discourses are localized among the Naxi, different social classes may experience and perceive the same discourse differently. In conclusion, this ethnography shows that the influences of globalization, such as the spread of ideas by UNESCO and tourism, are significantly tempered by the power of the state. Yet, at the same time, local Naxi also tap the sources of global discourse as a means of negotiating their own positions in regards to the state and within the global community.
