摘要

　　中小企業是台灣經濟起飛的重要推手。隨著80年代台幣升值、勞動成本、原物料成本、土地成本等相對提高，不管是主動想要遷廠滿足客戶價格需求或自身產業已無法在台灣繼續發展，又或者是上下游產業鏈已經外移，導致許多國內企業被迫出走。本研究者認為在國外打下一片天的企業的成功案例，報章新聞已耳熟能詳，投資失利認賠收場的海外企業也時有所聞，而我們較少探討根留台灣奮鬥的中小企業，這20多年來，如何成功轉型與升級並繼續在台灣發展，以及如何面對所屬的環境來因應，而能發展出適合台灣的生存之道。

　　近年來，時常耳聞國外的廠商要往更內陸或往東南亞設廠，因其所屬產業已外移20多年，在當地已被本地業者所取代，再加上環保、工資調漲等問題，本研究者認為當年遷移的廠商不過是20年前舊事重演罷了；國內業者帶著資金及專業技術再去教會新興國家的企業，享受了幾年好光景後，又被這些新興國家的企業所取代了。其實台灣不是不能發展傳統產業，而是配套及政策出了問題，如政府能提出有效的政策鼓勵外移業者回台，給予面對問題的具體解決方案，正視產業回台發展的重要性，而不是為了怕過分依賴中國反向去推新南向；如能召回及挽留外移的眾多台商，對台灣的就業、經濟也將有非凡的貢獻。

　　本研究者以能在台灣渡過艱辛的這20多年，且能繼續發展的傳統產業為例。以其成功案例與切身的需求跟經驗，探討如何讓其他的傳統產業也能繼續留在台灣發展，給予未來想轉型的傳統產業有參考的依據。

Abstract
　　Small and medium enterprises are the promoters during Taiwan’s economy take-off period. However, under the circumstances of the appreciation of New Taiwan Dollar in the 1980’s and the rising cost in labor, raw material and land, SMEs were forced to move out from Taiwan. Some left Taiwan for lower cost to meet customers’ price need. Others moved away because of the lost advantages in the industry. Still others were forced to leave due to the whole industry had moved out already.

　　We have learned a lot reports about successful enterprises or bankruptcy in overseas countries. There is less discussion on the SMEs that have upgraded, transformed and survived over the past 20 years in Taiwan.　In the recent years, it has been heard that SMEs moved out of Taiwan 20 years ago have to move to more inland areas or to the Southeast Asia. They are facing issues such as environmental protection and rising wages. They seem to go back to the same situation like 20 years ago. They brought capital and techniques to the emerging countries and did make profit for a few years. However, they now are replaced by the local enterprises in the emerging market.

　　My study is to analyze how the traditional SME in Taiwan can survive over the past 20 years and how it coped with the difficulties, upgraded itself and transformed. I hope my study can provide some guidelines for the traditional enterprises who would like to stay in Taiwan and keep growing up steady.
