我國《化粧品衛生管理條例》於2018年5月2日更名為《化粧品衛生安全管理法》並於2019年7月1日起實施，舊有《化粧品衛生管理條例》實施47年後，相關部門參考ISO 22716條例及歐盟等國規範後修訂完成，此次大規模修法使法規更加完善也更加嚴謹，其中針對化粧品製造業者規定應分階段遵循「化粧品優良製造準則」（Good Manufacturing Practice，簡稱GMP），法規通過後要求製造業者執行GMP，建立標準化生產與品質監管流程以減少人為疏漏、降低生產過程中的污染，確保產品品質穩定性與安全性，執行GMP需耗費大量的人力與費用對業者有一定程度影響，因此本研究將探討GMP對業者之影響及對於相關單位之建議。

The Regulations Governing the Hygiene and Safety Management of Cosmetics was renamed and amended into the Cosmetic Hygiene and Safety Act on May 2, 2018 and came into effect on July 1, 2019 in Taiwan. After 47 years of implementation of the old Regulations, the competent authorities in Taiwan referred to ISO 22716 standards and the laws and regulations in the European Union and other countries more recently so as to reform the old regulatory environment. This major amendment has made the regulations more comprehensive and rigorous. In particular, cosmetics manufacturers are now required to implement Good Manufacturing Practice (GMP) along a timeframe of different stages. The mandatory implementation of GMP enables manufacturers to establish standardized production and quality control processes to reduce human errors and contamination during production, ensure product quality stability and safety. The implementation of GMP requires a significant amount of manpower and costs, which has a certain impact on manufacturers. Therefore, this Thesis will analyze the impact of GMP on manufacturers and offer concrete recommendations for relevant stakeholders.
