公共電視在台灣成立至今屆滿十年，對於公共電視的制度面向，已經多有討論。然而對於節目生產方面的研究，仍有許多發展空間。本文希望藉由公共電視的音樂節目，探討公共媒體的重要價值，也就是公共性的概念。但是本文並不從規範的意義出發，而是從實際節目運作的過程中，理解此文化生產過程中公共性的樣貌。
公共電視從獨立建台以來，一直以古典音樂為音樂節目主要內容，但是在近年的通俗音樂播出時數，卻超過了古典音樂。本文認為這樣的變化，也代表著不同音樂位置在該文化生產的社會空間中起了變化。
於是本文將焦點放在公共電視曾經製作過的古典音樂節目，以及通俗音樂節目，分別以公視表演廳，週日狂熱夜以及公視53街Band當道這三個節目。透過相關資料的收集，包括制度層面的資料、報章內容的報導，收視率的分析以及對於節目製作相關執行者的訪談，本文認為這些變化不僅是偶然，而是制度的條件、外在環境的變化、以及節目製作人本身對於特定音樂類型的價值判斷，種種環節牽動了這樣位置的改變。本文希望藉由這些變化，勾勒出在這個文化生產的社會空間當中，不同的音樂類型憑藉著哪些動力，又是跟著什麼樣的邏輯產生了社會空間位置的更動。
本文在研究的過程中，也發現對於公共電視而言，這層公共的意義，並不完全如規範上的的意義，其中會有所選擇，也會有所排除。但是重要的並不是排除本身，而是排除的背後依循的是什麼樣的運作邏輯，是這樣的邏輯使得公共在實際操作的過程中才得以浮現。希望藉由這篇論文，可以粗淺地勾勒這樣的邏輯。
