淨零排放和轉廢為能等議題已是重要課題。本研究通過研究台灣廢棄車輛之材料回收利用來探討此議題。本研究調查日本和其他國家報廢車輛回收體制,並提出在未來如何改善台灣的報廢車輛回收系統且以減少碳排放之建議。
本研究發現日本實施中的報廢車輛回收方法被稱為「全部利用」。此處理方法具有環保性,對報廢車輛進行拆解和處理後投入電弧爐廠,與現行台灣廢車粉碎處理方法相比,可將溫室氣體排放量降低約120公斤二氧化碳排放量。通過此處理流程,報廢車輛可將被相關產業作為原材料使用。本研究分析了日本和台灣的廢車輛回收體制,並提出建議台灣可以採用日本的廢棄車輛回收系統,期盼可實現台灣政府對低碳循環經濟模式之政策。
The topics of net zero emission and waste-to-energy management are important issues. This study addresses these issues by examining the recycling of materials of scrap vehicles in Taiwan. Specifically, my study surveys the system of scrap vehicles applied in Japan and other counties, and then make some suggestions on the extent which how in the future, Taiwan can improve the system of scrap vehicles that reduces carbon emissions.
My study finds that the recycling method of scrap vehicles implemented in Japan is called ‘whole recycling method’. This method is environmental-friendly because the scrap vehicles are dismantled and treated in a way to reduce Green House Gas (GHG) emissions approximately 120 kg-CO2e, compared to using the shredding method currently used in Taiwan. With this process, the scrap car will be used as raw material for related industries. I analyze the regulatory environment in Japan and Taiwan and suggest Japan’s recycling system of scarp vehicles could be adopted in Taiwan. My study has an important policy implication for Taiwanese government that aims to achieve a circular economy in a model of low carbon emission.
