塑膠規範是近幾年環保政策中重要的一環，包含非洲、美洲、歐洲和中國等都有著手制定塑膠限用的相關法令。在台灣，環保署於2002年便開始實行分階段限用塑膠袋與免洗餐具的政策，也在2018年擴大管制業者不得免費提供購物用塑膠袋，政府更進一步計畫於2025年使用者需付費購買免洗餐具、一次性外帶飲料杯與塑膠吸管，以價制量的方式降低一次性塑膠的使用。
本研究利用問卷詢問受訪者的社經背景與消費習慣後，以邏輯斯迴歸模型(Logistic regression model)探討可能影響消費者付費使用一次性塑膠吸管與塑膠杯的因素，並得出受訪者對這兩種拋棄式塑膠的願付價格（willingness to pay）。
研究結果顯示，有56%受訪者願意支付一次性塑膠吸管，而有65%受訪者願意支付一次性塑膠杯，年紀越長的受訪者越不願意支付塑膠吸管與塑膠杯，且購買一杯手搖杯會購買塑膠袋的受訪者也比較願意支付拋棄式塑膠。此外，消費者對塑膠吸管與塑膠杯的願付金額分別為0.76元與1.62元，政府未來可依此訂定相關的限塑規範。

Regulations of plastic waste has been a critical issue of environmental policies. Numerous countries in Africa, America, Europe and Asia have adopted laws to limit the use of plastics in past few years. In Taiwan, laws for constraining plastic waste have been applied gradually since 2002 by Environmental Protection Administration. And since 2018, consumers need to pay for disposable plastic bags. Government even aims to push consumers to pay for disposable plastic straws, cups, and tableware by 2025.
Based on on-line questionnaires, we extract costumer’s willing to pay for disposable plastic straws and cups from the Logistic regression model. The correlation between paying will and respondents’ socioeconomic status as well as consumption habits was also studied. Our results show 56% and 65% of people are willing to pay for disposable plastic straw and cups respectively. The paying will was negatively correlated to consumer’s age but positively correlated to the willingness to pay for disposable plastic bags. Finally, the willingness to pay of disposable plastic straw and cups is NT$0.76 and 1.64. These numbers could be a reference for the government for regulation of plastics.
