This research aims to identify the key factors that affect the operation of the human resource system within start-ups. In past, little of research explore how a human resource system is established, modified and finally becomes a suitable system for operation within a company from the beginning of its establishment. The research will use interviews with staff at all ranks in the company (including CEOs, human resource managers, managers, low rank employees, etc.) and use grounded theory to identify the factors which affect their cognition to the stakes they perceived under the HR system framework and summarize the homogeneity of each start-up to find out the factors that promote or block the operation of the human resources system and portray the human resource system type in the start-ups by clarifying the roles from all standpoints in order to provide experience on planning the human resource management for start-ups.
