為提昇國內嬰幼兒托育環境,使嬰幼兒獲得更完善的托育照顧,政府近年來積極將證照保母人員之基本資料逐步納入並透過網路平台協助社區保母系統有效管理保母托育及輔導。本研究將以內政部委託國立台北護理學院及國立新竹教育大學資訊科學研究所共同開發及維護之「全國保母資訊網」為例,討論如何建構資訊管理系統以分析保母與家長間托育媒合轉介關係,並簡化政府機關及社區保母系統承辦單位作業流程,提升作業效率。
本論文中所建立的保母資料計12173筆,家長及幼兒資料22094筆,專責管理單位計52個,面對如此龐大的人力資源管理需求,管理單位將面臨大量的文書處理上的負擔,極需一個客製化的管理系統,且隨著內部的組織擴大人力資源的管理也就愈加困難、更複雜。本論文建構以全球資訊網為介面之管理系統,配合保母審核機制,控制作業流程,設計出支援Ajax 技術的表單,並支援承辦單位外出訪視之結果直接由行動載具進行輸入之功能,利用行動載具的特性,提供訪視員利用衛星定位系統及地理圖資資訊系統查詢保母所在地的相關資訊,並配合內建之多媒體相機功能記錄當地環境。最後利用保母基本資料表中的屬性以群聚分析的技術探索保母、幼兒與家長之間的條件與需求關係,提供承辦人員在媒合轉介的時參考。
To control and improve the infant caring environment in Taiwan, the Ministry of the Interior (MOI) has been promoting several policies and strategies on managing the licensed family child care providers and their working space in these years. In order to detect and analysis the providers’ situation online, a whole new Human Resource Information System (HRIS), named CbiNursery, is proposed by National Taipei College of Nursing and National Hsinchu University of Education in this research.
Before CbiNursery, all the MOI administrant tasks are performed in paperwork. Those tasks include (1) family child care provider’s management, (2) family child care provider’s working space monitor, (3) parents’ requirements management, and (4) matchmaking service between providers and children. However, there are 12173 providers’ information and 22094 parents’ requirements are collected by 52 authorized workstations in 2008. All the collected data are variant and increasing yearly. Further more, the providers and parents are located all around Taiwan, MOI officers have difficulty to have a well performance of performing above administrant tasks.
In this research, CbiNursery system proposed both online (on Internet) and offline(on mobile device) solution for managing all the collected data. A well defined online applications and workflows are proposed to assist MOI offices to manage the information and requirements data. The Geographic Information System (GIS) and mobile device applications are also employed to assist MOI officers have a convenient and detail monitor on providers’ working space. At the last, the cluster analysis technique is used in this research to analysis the matchmaking between each providers and children. Such that, the authorized workstations can realized the provincial matchmaking situation and provide better service in the future.
