育成中心政策的推動過程中，輔導產業的成果相當的豐碩，但是相對的有些問題也隨之產生，需要加以解決，而與制度面有關的部分原因，其實光靠自身或是母組織的力量，也都未必能夠改變，有些還是需要仰賴由政府出面，針對政策法令及作法上來進行調整才有辦法。所以本研究針對目前國內創新育成中心遭遇的困難作一番的整理，也收集到一些建議和作法，整合成問卷，對育成中心經營者進行調查，以瞭解育成政策的執行面對這些建議的認同程度，研究的結果將可提供給政府、母體組織及育成中心作為參考。
研究結果發現育成中心經營遭遇的問題可以歸類幾個方面：1.錢的方面—育成中心的營運經費來源及進駐廠商資金籌措的管道，不夠多元。2.法令方面—學校教授創業的限制太多及缺乏誘因；鼓勵研究機構釋放研發能量的激勵不足；進駐廠商因育成中心母體組織的性質，無法適用部分中小企業的優惠政策。3.心態方面—部分廠商只是以產業合作的心態進駐，故只以享受低空間使用費的權力來配合。

本研究在認同程度高的建議方面，就是政府在宣傳方面，可以加強的空間還是很大，而且在短期內，相信可預見的效果是最為顯著，也可伴隨解決掉最多問題。而宣傳是可以分為兩個部分來看，首先，透過創新育成中心培育成功案例的介紹，加強宣傳，提高創新育成中心的知名度，留給社會大眾良好印象。 吸引更多廠商主動申請進駐創新育成中心(獲得98 ％育成中心的同意)。第二部分是多渠道的向社會各界介紹創新育成中心的設立宗旨、任務、運行機制、績效和困難等等，爭取社會各界的瞭解和支持（獲得96 ％育成中心的同意）。
