  • 在現今民主的時代,人民的聲音逐漸被重視,因此政治家與領導人必須能夠提出具有影響力的政策,並用正確的方式行銷政策,方能促使民眾對於政策的理解,並拉近與人民的距離,使大家能夠對領袖有情,政策有感,進而改造完善的制度,提高社會的福祉。
    而在政策分析中,問題建構是分析流程中極為重要且關鍵的步驟,正確的問題建構不僅能減少政策資源的浪費,也有助於策略的聚焦與選擇。
    本研究藉由構框理論、問題建構、論述實踐等相關文獻探討以解釋如何以問題建構來構框,並將其運用至現今科技政策上以進行個案分析。
