中國擁有世界少見嚴格的戶口制度，而因為義務教育經費和戶口身分緊密掛勾，使得從1980年代開始湧向城市的農民工，必須面臨其子女被城市裡公立學校排拒的尷尬問題。由於失學的民工子女越來越多，專門招收民工子女的「打工子弟學校」在1990年代中期之後開始出現，並且數量快速成長，成為民工社區的顯著景觀。

這類學校的出現源自於民工社群自力救濟的初衷，並且很快的轉變成為企業的經營方式。在這類學校發展過程中，學校的「正式化」現象是最引人注意的現象。除了具有區分打工子弟學校不同發展階段的意義之外，由於中央政府要求地方政府必須額外增加經費，解決民工子女無法上學的問題；而地方政府在無法違逆上級指示、卻也不想增加開支的情況下，讓打工子弟學校「正式化」成為地方政府的緩兵之計，一方面解決中央政府的要求，另一方面因為刻意將這些學校排除在政府經費之外，因此地方政府也不需增加額外開支。

打工子弟學校的正式化現象，意味過去粗暴的以戶口作為身分區隔的方式，在媒體和社會輿論的壓力下，必須改以較為隱諱的方式執行。但是打工子弟學校雖然進入官方的管理體系，卻並沒有因此獲得相應的資源和預算，形同被置放在外圍位置，成為正式的公立學校之外的次級選項。這顯示自社會主義時期延續至今的身份區隔方式，在加以隱諱和曖昧化後，反而朝向制度化的方向發展。
