桃園機場自開場以來，其對外以國道2號為主幹，交通運輸以公路局及計程車為對外旅客之重要交通工具，因輸運區域及對象與外界性質上之不同，彼時為將計程車納入管理，特別設置管理辦法及成立相對應之組織『桃園機場排班計程車自律委員會』，實現自律自治之管理精神。初期對於管理確實有莫大之助益，然機場歷經數十年變遷，在網路時代來臨下，桃園機場本身也迎來了許多的挑戰，並期待依智慧機場的方向邁步前進。然而排班計程車自律組織已無法順應時代潮流，期間在外界旅客需求及主管單位壓力下，做了些微的變動，然這樣的改變無法實際符合潮流，因此主管單位必須對其組織及營運模式變革有不同的思維認知。
政府對於以營利為目的公共建設項目，往往必須兼顧營收與公益的平衡，組織設計及營運方式，一方面需能提升經濟效率及服務品質，但另一方面能同時兼顧社會的多元目標，如照顧弱勢等考慮。排班計程車面對諸多法規面、政治面、經濟面、財務面向之挑戰，必須在市場經濟營運的模式下開放討論，才能對組織有實質上的助益，因此『車隊化』、『開放競標』，因能兼顧營運效率、服務品質及社會目標，絕對是未來改革的重要方向之一。

From the beginning of Taoyuan International Airport, taxis and highway buses have played the important role of achieving visitors’ demand for transportation. In order to regulate taxis, “Taoyuan Airport Taxi Self-Discipline Committee” was set up to monitor management and establish corresponding procedures for achieving its goals of self-discipline and autonomy. Initially, the regulations and the committee achieved the main goals of fulfilling visitors’ demand for transportation and providing adequate transport quality. However, owing to technological progress and diversification of transport modes, it becomes more challenging for the current regulations and the taxis committee to provide transportation service up to the public’s expectation.
The government usually needs to face the trade-off between efficiency and equity in evaluating the regulations and management of publicly-owned enterprises. Although facing a number of barriers, the regulations and management of taxis of Taoyuan International Airport definitely need to be revised and adjusted. Based on the cases of Taiwan High Speed Railway’s contracting out the taxis transport to a single taxis company and the 5G spectrum auction, Taoyuan Airport can adopt a more market-oriented approach to manage taxis which would not only improve efficiency but also account for public purposes.
