本研究聚焦於近年來台灣音樂祭的蓬勃發展。在1990年代,音樂祭在台灣曾是一項受到政府排斥的活動,地方政府多以管制和警力部署來管理。然而,到了2024年,政府態度發生了顯著轉變,不僅大力補助音樂祭,還不斷推出相關的補助措施,甚至將舉辦音樂祭納入文化政策與競選政見。
本研究從文化治理的視角進行分析,回顧了台灣自1990年代以來音樂祭的發展歷程及政府治理政策的演變。研究將音樂祭的發展分為三個階段:管制時期、社區營造時期,以及產業化時期。研究發現,音樂祭的大量湧現與政府治理手段的轉變密切相關。早期政府對音樂祭採取嚴格管制,隨後將其與地方社區營造相結合,帶動地方經濟的發展。近年來,音樂祭逐漸產業化,並與城市政策相結合,成為城市發展的重要組成部分。過去被視為外部成本的音樂祭,如今被賦予了多重任務,成為政府推動經濟與文化發展的工具。政府治理模式的轉變也改變了音樂祭工作者與政府之間的互動關係。從過去的對立衝突,轉變為今日的合作夥伴關係。這種治理邏輯的變革,不僅推動了音樂祭的生產模式轉型,也是近年來台灣音樂祭迅速增長的主要原因。

Abstract
This study focuses on the recent surge in music festivals in Taiwan. In the 1990s, music festivals were largely rejected by the government, with local authorities managing these events primarily through regulation and police deployment. However, by 2024, the government’s stance has significantly shifted. Not only has it started heavily subsidizing music festivals, but it has also continuously introduced related support measures, even incorporating the hosting of music festivals into cultural policies and election platforms.
This research analyzes the development of music festivals in Taiwan from the perspective of cultural governance, tracing the evolution of government policies and management strategies since the 1990s. The study divides the development of music festivals into three stages: the regulatory period, the community-building period, and the industrialization period. The findings reveal that the widespread emergence of music festivals is closely related to changes in government governance methods. Initially, the government imposed strict controls on music festivals, which later evolved into combining them with local community development to stimulate local economies. In recent years, music festivals have gradually industrialized and integrated with urban policies, becoming a vital part of urban development. What was once considered an external cost is now tasked with multiple roles, serving as a tool for the government to drive economic and cultural development. The shift in government governance models has also transformed the relationship between music festival organizers and the government, from past conflicts to today’s collaborative partnerships. This change in governance logic not only drives the transformation of music festival production models but also explains the rapid growth of music festivals in Taiwan in recent years.
