本研究的主旨是以我國水下文化資產之熱區——澎湖群島——為田野地，調查當地民眾對水下文化資產的認識，並據以對我國現行的水下文化資產政策和管理措施，提出改善的建議。本研究的議題有三：一、對澎湖民眾進行問卷調查，再以統計檢定分析其結果，了解澎湖人對水下文化資產之認識。二、對列冊沉船「滿星丸」鄰近的漁民社區、潛水社群進行考古學民族誌調查，觀察地方社區與社群在滿星丸所處海域的活動，以及對該沉船的認識和行動。三、對澎湖的水下文物收藏者進行考古學民族誌調查，了解其收藏動機與態度。按前述議題之調查結果，本研究於文末審視並檢討當前國內對水下文化資產之政策和管理措施。主張：水下文化資產的保護和管理工作須將民眾的角色納入考量，規劃相應、適合的管理策略，以有效地運用並發揮水下文化資產的地方量能，達到永續發展水下文化資產之目標。

This study aims to investigate the Penghu Islands, an important location of underwater cultural heritage (UCH) in Taiwan, emphasizing the local community’s perceptions of UCH and offering actionable recommendations for policy formulation and management of UCH. This study addresses three main issues: 1. A questionnaire was employed to gather the views of the Penghu population concerning the UCH, subsequently analyzed using statistical tests. 2. Utilizing archaeological ethnography to investigate the fishing and diving communities adjacent to the shipwreck “Mansei Maru” and to assess their activities and viewpoints related to it. 3. Analyzing the motivations and attitudes of underwater artifact collectors in Penghu. This study assesses the existing domestic management of UCH and recommends the integration of public participation in its preservation, along with the formulation of an effective strategy to improve local capacity efficiently. Then, the objective of sustainable development at the UCH can hopefully be achieved.
