本文從同儕效果(peer group effect)來討論高中社區化實施後，是否能提高國中畢業生就讀社區內高中的機會，以降低教育成本，使公、私及城、鄉高中教育均衡發展，並且提升教育成就(education attainment)。由本文理論以及實證資料可以發現，高中社區化的目標在台灣是難以達成的。
