創新對一個國家的經濟發展十分重要,以中國為代表的新興經濟體的崛起及其背後的創新力量與以發達國家主導的全球化創新趨勢不同,因此研究中國創新具有重要意義。常見創新指標在衡量中國創新能力上具有局限性,找到適合的衡量指標是研究中國創新的關鍵。本研究引入專利私人價值和PCT專利申請,分別衡量中國的本土創新能力和國際創新表現,為中國創新研究提供一個新的視角。本研究使用2001-2013年中國省級面板資料,回顧並且檢驗了廠商年齡、金融市場和研發投入等影響創新的重要因素,對於中國本土創新能力和國際創新表現的差異化影響。結果顯示,風險投資都會對地區整體創新水準產生顯著積極影響,大學研究人員數量尤其是基礎研究人員會顯著促進該地區的國際創新表現,地區內上市企業中新興企業越多該地區的本土創新能力越好。實證結果揭示中國創新的獨特性,為中國未來的創新發展和政策規劃提供參考。
Innovation is very important to a country's economic development, especially for China which is the one of the most important driving forces in emerging countries. Due to the limitations of existing innovation indicators in measuring China's innovation capability, we provide a new perspective for China's innovation research by introducing patent private value and PCT patent applications to measure local innovation capability and international innovation performance, respectively. Using China's provincial panel data from 2001 to 2013, we test our two measures by some important factors indicated in the literature, such as firm age, financial market development and R&D expenditure, and our results show that the intrinsic motivation of local innovation capabilities and international innovation performance is different. The local innovative trends are leading by those firms that is new in the listed while the international patents outcome is more influenced by the amount of university researchers especially basic academic ones. Furthermore, both the local and international performance are significantly promoted by the venture capital involving in the market. Our empirical studies reveal implications for China's and policy making regarding to innovation and regional economic development.
