在全球氣候變遷與極端災害的影響下，台灣許多社區逐漸面臨災害風險與危機事件的不確定性，如何因應與日俱增的環境衝擊將是影響社區持續發展的關鍵。過去許多研究會從多元視角探討社區發展面對的問題與挑戰，而社區資本與能力觀點是其中較受關注的研究取徑。另外，韌性理論廣泛用於許多研究領域中；而社區韌性做為探討社區面對災害的減緩調適作為，成為近年備受關注的研究焦點。因此本研究試圖藉由社區資本與能力觀點，從中了解其與社區韌性的關聯性，並以此作為思考未來社區因應災害的韌性建構之可能。
本研究區域選址為彰化縣埔鹽鄉大有社區，研究方法以質性研究之深度訪談為主。研究結果發現社區資本與能力表現，與社區韌性各向度之表現有關。首先社區內的環境、文化、社會、政治、財物、人力等資本的豐沛與穩定，以及執行參與、資源導入、社區凝聚能力的建構完善，有助於韌性的穩定力之表現。而社區外部社會資本的多元、政治資本的協調運作，以及執行參與、資源導入與組織領導能力的強化，使社區能快速動員人力與各項資源回復原先狀態，有助於社區的韌性復原力之表現。最後在韌性的轉化力上，社區的自然、財物與文化資本是社區發展獨特性與競爭力的關鍵之一，而政治資本中的賦權、重視人才與培育的執行參與能力、專業有效的組織領導能力，影響社區保持開放創新的發展環境。因此社區若能夠在社區資本與能力建構過程中完善各項資本與能力的累積與培育，將有助於社區整體韌性能力的提升，藉此在面對未來可能的變化與挑戰時能有較充足準備與應對。

Because of global climate changes and extreme disasters, communities across Taiwan are gradually facing many risks and uncertainties from disasters. How to respond to the impact of crisis events will be the key to the sustainable development of communities. In the past, many studies have explored the problems and challenges faced by community development from multiple perspectives, and the perspective of community capital and capacity is one of the more concerned research approaches. In addition, community resilience has become the focus of research in recent years as it explores the mitigation and adaptation of communities when faced with disasters. Therefore, this study attempts to understand its relationship with community resilience through the perspective of community capital and capacity, and possibly think about the resilience construction of communities in response to disasters in the future.
We choose Dayou Community, Puyan Township, Changhua County as the research area. The research method is based on in-depth interviews of qualitative research. In this study, Community capital includes environmental capital, cultural capital, social capital, political capital, financial/building capital, and human capital. Community capacity includes implementation and participation, resource introduction, organizational and leadership, community cohesion.The result of the study is that community capital and capacity were related to the performance of community resilience. It will help to improve the overall community resilience so that it can be more fully prepared and deal with in the face of possible future changes and challenges.
