  • 毫無疑問,能源是當代文明和經濟最重要的支柱之一。 全球能源架構是數十年來科學突破、新技術、人力資源、基礎設施和能源政策投資的結果。世界經濟論壇於2012年推出能源轉型指數(ETI),目標是成為衡量國家層面能源系統績效的完整全球指標。該指數的關鍵組成部分是一個分析框架,用於評估向可持續、安全和可取得的能源體系以及促進轉型的制度。不過,報告中並未提供台灣的 ETI 指數,使得除了衡量可再生能源發電能力之外,很難比較台灣與鄰國或整個世界的發展情況。這項研究的主要貢獻是計算台灣2017年至2021年的ETI得分,並將其進展與區域鄰國日本和韓國進行比較。


    There is no doubt that energy is one of the most important pillars of contemporary civilization and economy. The global energy architecture is the result of decades of investments in scientific breakthroughs, new technologies, human resources, infrastructure and energy policy. Launched by the World Economic Forum in 2012, the Energy Transition Index (ETI) aims to become a complete global indicator of energy system performance at the country level. A key component of the Index is an analytical framework that evaluates the transition to a sustainable, secure, and accessible energy system and institutions that facilitate this transformation. However, Taiwan's ETI score is not projected in the reports. As a result, it is difficult to determine its development in comparison with neighboring countries or the world at large, unless one measures the capacity of renewable energy generation. This study's main contribution is to calculate Taiwan's ETI score from 2017 to 2021 and compare its progress with those of its regional neighbors Japan and South Korea.
