本文以臺灣曾經針對進口國設置的技術性貿易障礙(Technical barriers to trade, TBT)提出特定貿易關切(Specific trade concerns, STCs)且產品出口佔臺灣出口比重超過1%的國家作為研究對象，採用國際商品統一分類代碼HS2及HS4進行產品分類之貿易資料，探討臺灣有提出特定貿易關切之技術性貿易障礙對臺灣出口貿易值的影響。本文使用國際貿易文獻中常見之引力模型作為實證模型的基礎，加入臺灣是否有提出特定貿易關切、產品關稅稅率及進口國與臺灣是否有共通語言等變數，並控制產品及時間之固定效果進行估計，另探討產品及國家發展狀態不同之下對臺灣出口貿易的影響。實證結果顯示，若臺灣對產品進口國所設置之技術性貿易障礙有提出特定貿易關切，代表該進口國所設置之技術性貿易障礙對臺灣出口貿易值有顯著負面影響，進口國之實質國內生產毛額、進口國與臺灣有共通語言皆對臺灣出口貿易值有顯著正向影響，而產品關稅稅率及兩國間距離則對臺灣出口貿易值有著負面影響。另外，針對產品類別及國家發展狀態進行分組分析後，發現進口國設置技術性貿易障礙對貿易所產生的影響，會隨著產業及國家發展程度不同而有所差異。

This paper focuses on countries where Taiwan has raised specific trade concerns (STCs) regarding technical barriers to trade (TBT) set up by importing countries and whose product export account for more than 1% of Taiwan's exports. It uses trade data categorized by the Harmonized System (HS) codes at the 2-digit (HS2) and 4-digit (HS4) levels to analyze the impact of these TBTs on Taiwan's export trade values. This paper uses the gravity model, commonly used in international trade literature, serves as the basis for the empirical model, incorporating variables such as whether Taiwan has raised specific trade concerns, product tariff rates, and whether the importing country shares a common language with Taiwan. The model also controls for product and time-fixed effects. Furthermore, the paper examines the impact of differing product categories and country development statuses on Taiwan's export trade. The empirical results indicate that when Taiwan raises specific trade concerns regarding TBTs imposed by an importing country, it significantly impacts Taiwan's export trade values. Additionally, the importing country's real GDP and the presence of a common language between the importing country and Taiwan have significant positive impacts on Taiwan's export trade values. In contrast, product tariff rates and the distance between the two countries have negative impacts. Group analyses based on product categories and country development statuses reveal that the effects of technical barriers to trade on trade varies with the industry and the development level of the country.
