The COVID-19 pandemic has caused significant disruptions to industries and supply chains globally, affecting businesses and sectors across the board. Supply chain disruptions, caused by factors such as restrictions on transportation and movement, have led to economic losses and production challenges, with smaller manufacturers being particularly affected. For these manufacturers, supply chain disruptions can lead to material shortages, lower production efficiency, increased production costs, and disrupted inventory management and demand planning. To address these challenges, this study aims to explore how small and medium-sized enterprises (SMEs) can adopt a resilient supply chain approach, choosing suppliers based on factors such as flexibility and responsiveness, to build collaborative platforms that can better handle future uncertainties and crises. The study will conduct empirical study of SMEs in the power supply industry in Taiwan to develop a decision support system for resilient supply chain management, using the analytic hierarchy process (AHP) to analyze the relative importance of different decision factors and applying TOPSIS select better suppliers for company to create resilient supply chain collaborative platforms.
