  • 自1978年中國實施改革開放以來,大量的國外投資資金擁入中國,造就中國成為世界工廠,隨著經濟發展,中國低價勞動力的優勢已漸漸消失,2018年美國總統川普開啟了中美貿易戰,2020年中國爆發了Covid 19疫情,這場疫情打亂了全世界的供應鏈,上述種種原因讓許多公司不得不重新思考製造基地及供應鏈佈局,加速進行中國以外地區的投資。
    然而海外投資設廠,攸關企業長期經營的成敗,且海外投資設廠需考量的面向及因素眾多,要如何來做決策往往成了企業高層的難題,本研究利用多準則決策方法,形成決策支援系統,以輔助決策者做決策。
    本研究透過文獻搜集影響海外投資設廠之因素進行專家問巻調查,接著以層級分析法分析影響海外投資設廠關鍵因素之權重,然後再以逼近理想解排序法,以求得海外投資設廠國家之排序。第一階段使用層級分析法,目的為將影響海外投資設廠眾多複雜的因素,轉化成可處理的層級結構,有助於理解與描述各層級的影響程度,及對整體層級結構計算權重值與進行一致性檢定,最終得出各準則權重;第二階段使用逼近理想解排序法,目的為利用專家問卷數據及層級分析法所得出的各準則權重,求得各方案之正理想解、負理想解,進而求得各方案與正理想解之相對接近度,最終得出海外投資設廠國家之排序,使用TOPSIS求得方案排序,能充份利用原始數據的信息,其結果更能精確地反應各評估方案之間的差距。


    Since China implemented reform and opening up in 1978, a large amount of foreign funds had entered China, and constructed China as a world factory. With the development of the economy, the advantage of China's low-cost labor disappeared gradually. Further in 2018, US President Trump started the China-US trade war. Then, the Covid 19 epidemic broke out in China in 2020, which disrupted supply chains around the world. The above-mentioned reasons forced many companies to rethink the configuration of their manufacturing sites and supply chains. This accelerates the investments outside China.
    However, investment and establishment of manufacturing site overseas is related to the success or failure of long-term operation of enterprises. There are many factors that need to be considered. How to make decisions become a difficult problem for the top managers of enterprises. This study presents an intergrative multi-criteria decision-making method as a decision support system to assist decision makers oversea decisions.
    Firstly, the factors of investment and establishment of manufacturing site in overseas are collection through literature review. Secondly, an expert questionnaire survey is conducted, and then the weight of key factors was analyzed by Analytic Hierarchy Process (AHP). Finally, the ranking of the program was carried out by Technique for Order Preferenceby Similarity to Ideal Solution (TOPSIS). The study can serve as a decision support system to assist decision makers in not only in overseas investments but also other applications such as acquirement and merge
