本文主要研究並記錄受訪者對於時代力量發展過程中遭遇之問題的觀察以及回答，筆者以此整理出時代力量在發展過程中所遭遇之問題與可能原因，以為台灣政治第三勢力之發展提供經驗教訓。受訪者共10人，皆為時代力量、民主進步黨或其他小黨之基層政治人物或幕僚人員，基於其隱私與可能造成之政治效應，因此皆做部分匿名處理。
文中受訪者提出時代力量發展過程何以一開始順利後來卻多次發生黨內紛爭與退黨危機之原因看法以及在各地方基層上開展政治活動之困難點。筆者整理為主要以下四點：
一、政治明星之卡里斯馬以及依其人際關係帶來的人才擴張方式或形成之派系區分假設是該黨無法克服政黨運作常態化之主要因素，亦即卡里斯馬抗拒組織制度化。
二、該黨缺乏內容明確的政治路線執行之綱領性文件，致使因橫向溝通不足且紛爭處理機制不完善的時力因此在數年內爆發多次退黨潮而趨於瓦解退縮。此為政治綱領指引明確度不足。
三、人才與政治技術專業度不足以及資金缺乏妨礙了該黨在地方扎根之努力，同時創黨所設定之取代中國國民黨成為政治上本土陣營第二個主要政黨目標所具有之內在張力而引起選民基礎之間的矛盾，推升了促使退黨之推力。此為資源與選民基礎問題。
四、另一個討論的部分是時力與其他第三勢力之互動，在這點上時力未能與更早或同時期成立之綠黨與社會民主黨等形成整合，後續又遭遇新成立的台灣民眾黨挑戰，加深了該黨所受之票源競爭壓力。此為第四點，未能有效整合或應對其他第三勢力之挑戰。
以上因素妨礙了時力持續作為一個成功的第三勢力之發展，本文就是在以上基礎上展開討論之。

This study investigates and documents respondents' observations and responses regarding the challenges faced by the New Power Party (NPP) during its development. Based on these interviews, the author identifies key issues and potential causes that have hindered the party's growth, aiming to provide lessons for the development of third-party politics in Taiwan.
A total of ten respondents participated in the study, all of whom are local political figures or staff members from the NPP, the Democratic Progressive Party (DPP), or other small parties. To protect their privacy and minimize political repercussions, partial anonymity was applied.
Respondents shared their perspectives on why the NPP initially progressed smoothly but later encountered internal conflicts and waves of resignations, as well as the difficulties of conducting grassroots political activities. The author categorizes these issues into four main points:
1. Charisma vs. Institutionalization: The reliance on political celebrities and their personal networks for talent expansion led to factional divisions within the party. This reliance on charisma resisted the normalization of party operations and institutionalization.
2. Lack of a Clear Political Roadmap: The absence of a concrete policy guideline hindered the party's ability to execute its political direction. Inadequate internal communication and weak conflict resolution mechanisms resulted in multiple waves of resignations over the years, weakening the party.
3. Resource and Electoral Base Issues: A lack of professional political expertise, insufficient funding, and difficulties in establishing local grassroots presence hindered the party’s growth. Furthermore, the party’s founding ambition to replace the Kuomintang (KMT) as the second major force within the pro-localization political camp created internal tensions among its voter base, accelerating member departures.
4. Challenges in Engaging with Other Third Parties: The NPP failed to integrate with earlier or contemporaneously established third parties, such as the Green Party and the Social Democratic Party. Later, competition intensified with the emergence of the Taiwan People's Party, further pressuring the NPP’s voter base.
These factors collectively obstructed the NPP’s ability to sustain itself as a successful third party. This study builds upon these findings to further explore the challenges faced by the party.
